Clearing a car from China in 2026: Russia and Kazakhstan

The EAEU single rate, the power-based recycling fee, the rules for EVs and Kazakhstan’s new limits — how the payment is calculated, with calculator examples.

Customs payments and the recycling fee are the most noticeable parts of a turnkey price. Here is how they work in Russia and Kazakhstan in 2026, with examples from our calculator (Bank of Russia rates of 24.10.2026).

What an individual pays

An individual importing a petrol car or a hybrid for personal use pays the single rate under EEC Council Decision No. 107 — duty, VAT and excise are already inside. On top come the customs processing fee (in Russia, 1,231 to 73,860 ₽ under Decree No. 1638) and the recycling fee. Electric cars are outside the single rate: they pay 15% duty, excise and VAT.

The car's age

AgeSingle rate
under 3 years48–54% of customs value, at least 2.5–20 €/cm³
3–5 years1.5–3.6 €/cm³ by engine size
over 5 years3–5.7 €/cm³ by engine size

A 2025 Geely Monjaro (2.0 l) pays the 5.5 €/cm³ minimum — about 993,000 ₽, since 48% of its value is lower. A 2023 Monjaro is in the 3–5-year group: 2.7 €/cm³, about 487,000 ₽. A 2022 Chery Arrizo 8 with a 1.6-litre engine: 2.5 €/cm³, about 361,000 ₽.

Russia's recycling fee

Since 1 December 2025 (Decree No. 1291 as amended by No. 1713) the 3,400 ₽ (under 3 years) or 5,200 ₽ (older) rate applies only to personal imports up to 160 hp and 3 litres; for EVs and range extenders, up to 80 hp of 30-minute power. Above that, power-based coefficients apply and rise every year. The 2025 Monjaro (238 hp) pays 1,010,400 ₽, the 2023 Monjaro 1,677,600 ₽, the 2022 Arrizo 8 (197 hp) 1,584,000 ₽.

Electric cars and EREVs

A BYD Seal (530 hp) pays 15% duty (≈432,000 ₽), excise by power (≈969,000 ₽) and 22% VAT (≈943,000 ₽). The Li L7 and other EREVs clear at the single rate like petrol cars, but their recycling fee follows the electric table, by motor power. The calculator uses peak power from the specs, so for EVs and EREVs the figure is an upper estimate: by 30-minute power from the e-passport it is usually lower.

Kazakhstan

Since 28.09.2026 an individual may import a car as personal goods only if it is at most 5 years old, at the same EAEU single rates. An EV pays 15% duty and 16% VAT. The recycling payment is 50 MCI × a coefficient by engine size (Order No. 448 as amended by No. 54): 756,875 ₸ for 1–2 litres; 0 for EVs. Add the first registration fee: 0.25 MCI for a car from this or last year, 50 MCI up to 3 years, 500 MCI if older.

Companies

A company pays duty, excise and 22% VAT separately, and the recycling fee without the personal rate. For new cars the calculator applies 15% duty (12.5% above 3 litres); for cars over 3 years the rate depends on the tariff code and a broker calculates it. Open the calculator and expand «How it is calculated» to see every rate, exchange rate and source.
